Science, Technology and Innovation Diplomacy
In a world undergoing constant changes, where new global challenges affect all countries, Science, Technology and Innovation (STI) are the engines of social and economic progress and drivers of globalization, and participate in the reconfiguration of the future world. In addition, its growing influence in all social areas and, especially, in international relations, gives the Scientific, Technological and Innovation Diplomacy a growing importance that contributes to the strengthening of the international presence of a country and its image in the world.

Recently, the State Secretaries for International Cooperation and for Ibero-America, Jesús Gracia, and for Research, Development and Innovation, Carmen Vela, presented the Report on Scientific, Technological and Innovation Diplomacy, prepared by representatives of the General State Administration (State Secretariat for International Cooperation and for Ibero-America, State Secretariat for Research, Development and Innovation, State Secretariat for Trade and Centre for Industrial Technological Development); the research world (Higher Council for Scientific Research and the Conference of Chancellors of Spanish Universities); the business world (Spanish Confederation of Business Organizations); the foundations that support research and innovation (Spanish Foundation for Science and Technology, Ramón Areces and COTEC); and the scope of the analysis centres (Real Instituto Elcano).

 

The report consists of four sections: the first one, on the international context that determines the importance of Scientific, Technological and Innovation Diplomacy; a second one, which justifies the report; a third one, analysing the answers provided so far by the main countries in our vicinity and Spain to these challenges, and a fourth section where some actions are recommended for better contribution to the search of solutions for global challenges, to favour and support the innovative leadership of our companies, to improve coordination within the General State Administration, to strengthen training in Scientific, Technological and Innovation Diplomacy of human resources of the State and, finally, to project communication and dissemination of the research and innovation strengths of Spain and its image-country.
