prevention; and to entail irreparable effects in the event of judicial error, in which any legal system may incur.
Death Penalty
Hundreds of people are executed in the world every day through the application of the death penalty. Spain supports the abolition of this penalty, in all circumstances and regardless of the crime committed, because it is cruel, inhumane and degrading, because it does not have proven results in preventing crime, and because it involves irreparable effects in the case of judicial error, to which no legal system is immune.

One result of this position against the death penalty, which the European Union shares, is the creation in 2010, on Spain's initiative, of the International Commission Against the Death Penalty, with headquarters in Geneva and comprised of fifteen independent personalities from all parts of the world, whose extensive international experience and capacity to liaise generates added value.
In addition, from 12-15 June 2013, Madrid played host to the 5th World Congress against the Death Penalty, organised by civil society (NGOs, the French Ensemble Contre la Peine de Mort), together with the World Coalition against the death penalty, and sponsored by Spain, France, Switzerland and Norway, with the aim of mobilising governments and world public opinion in favour of universal abolition.
 
The international community is clearly tending towards abolition. A century ago, only three countries were abolitionists: Costa Rica, San Marino and Venezuela. In 2012, there was no execution in 174 of the 193 UN member states.
 
According to Amnesty International, while at least 682 people were executed in 2012, and 680 in 2011, the number of people condemned to death fell, from 1,923 (in 63 countries) in 2011 to 1,722 (in 58 countries) in 2012.
 
While trying to achieve the goal of abolition, efforts are being made to obtain a universal moratorium. Together with the rest of the EU Member States and other abolitionist States, Spain is carrying out an important job of persuasion, ensuring that the resolutions voted for each year in the UN General Assembly (the most recent, in December 2012) are winning increasingly greater support from the international community.
