Human rights around the world
Thousands of people every day demand respect for human rights as recognised in the Universal Declaration of Human Rights of 1948. Human rights continue to be violated by governments that take freedom away from their citizens, incarcerate journalists, or prevent free and fair elections from being held.
Human rights in the United Nations (UN)
Human rights are defined as universal, indivisible and interdependent. International Human Rights Day is held on 10 December. It is a day that commemorates the Universal Declaration of Human Rights (UDHR) adopted by the General Assembly of the UN in Resolution 217 A (III) of 1948.

Following the Universal Declaration of Human Rights, a number of international treaties were adopted that have developed the international legal framework applicable.
 
Human rights in the European Union
The European Union is committed to the defence of democracy and human rights. It has developed a very ambitious policy in this respect within the framework of the Common Foreign and Security Policy (CFSP). In June 2012, the Council of the European Union adopted the Strategic Framework, the basis for the EU's Action Plan for human rights and democracy (2015-2020), which establishes the principles, objectives and priorities designed to improve the efficiency and consistency of European policy as a whole in the coming years. With the aim of increasing the effectiveness and visibility of the human rights policy of the EU, the figure of Special Representative for Human Rights was created in July 2012. The position is currently held by Stavros Lambrinidis.
To carry out its human rights policy, the EU has specific guidelines on priority issues, bilateral dialogues on human rights with more than forty countries, and with the European Instrument on Democracy and Human Rights (EIDHR) for 2014-2020, through which the EU supports the groups, associations and private individuals who defend human rights, basic freedoms, democracy and the rule of law. The Member States and European Foreign Action Service coordinate their positions on these issues in the Working Party on Human Rights (COHOM) and on the different task forces or sub-working groups of COHOM on specific issues.

Human rights in other forums: OSCE, the Council of Europe, OAS
Spain also participates in a number of regional forums that deal with human rights issues. The Organisation for Security and Cooperation in Europe (OSCE), in which Spain has been a participating State since its creation, defines "respect for human rights and fundamental freedoms, including freedom of thought, conscience, religion or belief" as a guiding principle for relations between participating States, and has built up a significant store of experience on the issue of human rights through the Helsinki Final Act.

Spain is part of the Council of Europe, the regional organisation which has achieved the highest level of integration in terms of the promotion and protection of human rights. Among the most important treaties are the European Convention on Human Rights, the European Social Charter, the European Convention for the Prevention of Torture and Inhumane or Degrading Treatment or Punishment and the Framework Convention for the Protection of National Minorities. The European Court of Human Rights safeguards the rights and freedoms enshrined in the European Convention of 1950 and in its corresponding additional protocols.

Spain has the status of Observer State in the Organisation of American States (OAS), which combines 35 independent States in the Americas and constitutes the main political, legal and social government forum in the hemisphere, firmly supporting the Inter-American Human Rights System in the political and financial arenas.
