Miguel Ángel Moratinos Cuyaubé was born in Madrid on 8 June 1951. With a degree in Law and Political Sciences, he became a diplomat in 1977. He spent time in the legations in the former Yugoslavia and in Morocco until he was named Deputy Director General for North Africa. In 1991 he took over as Director of the Institute for Cooperation with the Arab World before becoming Director General for Foreign Policy for Africa and the Middle East in 1993. In 1996, he was named Ambassador to Israel, and in October that same year he was appointed by the Council of Ministers of the European Union as the Special Representative for the Middle East. Miguel Ángel Moratinos was one of the authors of the Wye Plantation Agreement between Yaser Arafat and Benjamín Netanyahu in 1998. On 14 March 2004, he was elected as representative for Cordoba, after the PSOE's election victory, and a month later he was named as Minister for Foreign Affairs and Cooperation. In April 2008, Prime Minister Rodríguez Zapatero confirmed that he would hold that position until October 2010.
