Born in Madrid, in 1944, José Manuel García-Margallo y Marfil holds a degree in Law and Economics from the Universidad de Deusto. He was a State Technical Tax Inspector in the areas of Castellón and Guipúzcoa. In 1973 he graduated from the International Tax Program at Harvard Law School and also obtained a Master of Law from the same university, specialising in Company Law and Stock Market Regulation. He has lectured at the San Sebastián School of Law and in the Universidad Politécnica and the Instituto de Empresa in Madrid.

A founding member of Unión de Centro Democrático (UCD), in 1977 he was elected as a member of the Constituent Legislature that year, and was re-elected in 1979. In 1968 he was elected as deputy for the Valencia Province for Coalición Popular, and again in 1989 and 1993, this time for the Partido Popular. Between 1994 and 1999 he embarked upon his career as a member of the European Parliament, where he held different positions until 22 December 2011, when he was named Minister of Foreign Affairs and Cooperation of the Spanish Government.
