This is the higher body responsible for creating and executing Spanish policy in the scope of the European Union.

Likewise, it coordinates the actions of other public Administration in the European Union and draws up and executes Spanish foreign policy with Europe. Three Directorates-General, and the Legal Counsel of the State before the European Court of Justice are dependants of the State Secretary for European Affairs:

 

Directorate-General for Integration and Coordination of General Issues of the European Union

This directorate handles, among other functions, the monitoring and coordination of the actions of the ministerial departments; the preparation of the General Affairs Council of the European Union; the monitoring and coordination of institutional issues of the European Union and, in particular, its reforms; the coordination of the Spanish position on enlargement policy and, as the case may be, of the withdrawal of Member States from the European Union, and the promotion and defence of the Spanish language in EU institutions.

Its Director-General is José Pascual Marco Martínez. Born in Madrid on 13 February 1958, he holds a Bachelor’s Degree in Philosophy and Law, and joined the Diplomatic Service in 1983. He was the Spanish Ambassador to the Democratic Republic of Congo and the Republic of Congo. In July 2015 he was appointed as the Director-General of Cultural Policy and Industries and for Books.

 

Directorate-General for Coordination of the Internal Market and other European Union Policies

This directorate is responsible, among other functions, for handling applications and the notification of public aid with EU institutions; general advice on EU legal affairs; the examination of legal breaches filed against the Kingdom of Spain by the European Commission, and the preparation of the Internal Market Consultative Committee.

Its Director-General is Pascual Ignacio Navarro Ríos. Born in Cartagena in 1960, he holds a Bachelor’s Degree in Law and joined the Diplomatic Service in 1987. He has been posted to Spanish diplomatic representations in Syria, Denmark, before the European Union and in Brazil. He was Area Head of Immigration, Refugees and Passports, and Technical Advisor at the Directorate-General for Legal and Consular Affairs. In 2005, he was appointed as the Assistant Director-General for Cooperation with Mexico, Central America and the Caribbean at the Spanish Agency for International Cooperation, and in 2008 as Director of the Office of the State Secretary for the European Union. He was appointed as the Spanish Ambassador to the Czech Republic in August 2011.

 

Directorate-General for Western, Central and South East Europe

This directorate handles, among other functions, the proposal and execution of Spanish foreign policy in its geographical area and the proposal and monitoring of the Spanish position with regards to the Gibraltar dispute.

Its Director-General is Aurora Mejía Errasquín. Born in Madrid in 1960, she holds a Bachelor’s Degree in Law and joined the Diplomatic Service in 1987. She has been appointed to Spanish diplomatic representations in Romania, Denmark and the Permanent Representation of Spain to NATO. She was Deputy Head of the Spanish Embassy in Brazil. Likewise, she was a consultant member in the President of the Government’s Cabinet and afterwards, she was also the Ambassador-at-Large for the Promotion of Gender Equality Policies. From April 2008 she was the Director-General of International Legal Cooperation and from July 2010, Director-General of International Legal Cooperation and Relations Among Religious Confessions in the Ministry of Justice. From 2012 to 2015, she was the Spanish Ambassador in Bosnia-Herzegovina. From 2015 to 2016, she was Ambassador-at-Large for Afghanistan and Pakistan; and from August 2016, she was the Director-General of Security in the Spanish Ministry of Foreign Affairs and Cooperation.
