This is the maximum body responsible for drawing up and implementing Spanish policy within the scope of the European Union.

It also coordinates the actions of other public authorities in relation to the European Union and draws up and implements Spanish foreign policy on Europe. Three Directorates-General and the State Legal Services to the Court of Justice of the European Union depend on the State Secretariat for European Affairs:

 

Directorate-General for Integration and Coordination of General European Union Affairs

This directorate handles, among other functions, the monitoring and coordination of the actions of the ministerial departments; the preparation of the General Affairs Council of the European Union; the monitoring and coordination of institutional issues of the European Union and, in particular, its reforms; the coordination of the Spanish position on enlargement policy and, as the case may be, of the withdrawal of Member States from the European Union, and the promotion and defence of the Spanish language in EU institutions.


Its Director-General is José Pascual Marco Martínez. Born in Madrid on 13 February 1958, he holds a Bachelor’s Degree in Philosophy and Law, and joined the Diplomatic Service in 1983. He was the Spanish Ambassador to the Democratic Republic of Congo and the Republic of Congo. In July 2015 he was appointed as the Director-General of Cultural Policy and Industries and for Books.

 

 

Directorate-General for Coordination of the Internal Market and other European Union Policies

This directorate is responsible, among other functions, for handling applications and the notification of public aid with EU institutions; general advice on EU legal affairs; the examination of legal breaches filed against the Kingdom of Spain by the European Commission, and the preparation of the Internal Market Consultative Committee.


Its Director-General is Pascual Ignacio Navarro Ríos. Born in Cartagena in 1960, he holds a Bachelor’s Degree in Law and joined the Diplomatic Service in 1987. He has been posted to Spanish diplomatic representations in Syria, Denmark, before the European Union and in Brazil. He was Area Head of Immigration, Refugees and Passports, and Technical Advisor at the Directorate-General for Legal and Consular Affairs. In 2005, he was appointed as the Assistant Director-General for Cooperation with Mexico, Central America and the Caribbean at the Spanish Agency for International Cooperation, and in 2008 as Director of the Office of the State Secretary for the European Union. He was appointed as the Spanish Ambassador to the Czech Republic in August 2011.

 


Directorate-General for Europe
This directorate is responsible, among other functions, for proposing and implementing Spanish foreign policy in its geographic area and for proposing and monitoring Spain’s position on the contentious issue of Gibraltar.


Its Director-General is Juan López-Herrera Sánchez. Born in Seville in 1961, he holds a Bachelor’s Degree in Law and joined the Diplomatic Service in 1989. He has been appointed to Spanish diplomatic representations in Brazil, Uruguay, Peru, Portugal, South Africa, Belgium, Cuba and the United Kingdom. He was advisor and Assistant Chief at the Head of Protocol of the Presidency of the Government and Assistant Director-General for International Technical Organisations.
