State Secretariat for International Cooperation and for Ibero-America and the Caribbean
This body is responsible for the creation, management, execution, monitoring and evaluation of foreign policy for Ibero-America, international cooperation for development and the coordination of cultural action abroad.

This body is also responsible for the preparation and coordination of the Ibero-American Summits and the promotion of the activities of the Ibero-American Community of Nations; it collaborates on and supports the work of the Ibero-American General Secretariat and promotes and coordinates Spain’s presence in the Organisation of American States (OEA) and in the different multi-lateral Ibero-American bodies and entities.

The State Secretariat for International Cooperation and for Ibero-America and the Caribbean is a dependent body of the Directorate-General for Sustainable Development Policies and the Directorate-General for Ibero-America and the Caribbean. It also has two institutions attached to it: the Spanish Agency for International Development Cooperation (AECID) and the Instituto Cervantes. The Academy of Spain in Rome is also functionally and organically dependent upon this State Secretariat.

 

Directorate-General for Sustainable Development Policies

This body is responsible for preparing the Master Plan and Annual Communications for International Cooperation. It participates in the preparation of the development cooperation policy of the European Union and in the preparation, coordination and monitoring of Spanish policy in multilateral development organisations and initiatives, in particular the United Nations system, the Organisation for Economic Co-operation and Development (OECD) and the G20.

Its Director-General is Gabriel Ferrero y de Loma-Osorio. He holds a doctorate from the Universitat Politécnica de Valencia and has lectured in development planning and international cooperation. From 2017 he was a consultant member for the 2030 Agenda for Sustainable Development within the Ministry of Foreign Affairs and Cooperation. Prior to this he was the Deputy Director-General of Planning and Development Policies in the State Secretariat for International Cooperation and a coordinator of the United Nations High Level Task Force (HLTF) on Global Food and Nutrition Security.

 

Directorate-General for Ibero-America and the Caribbean

This body proposes and executes Spain’s foreign policy within its area of responsibility; it assists the State Secretary in the preparation and coordination of the Ibero-American Summits and it coordinates Spain’s presence in the OEA and in the different multilateral Ibero-American bodies and entities.

Its Director-General is Rafael Garranzo García. Born in 1956, he holds a Degree in Political Sciences and Sociology and joined the diplomatic service in 1985. He has been stationed at the Spanish Embassies in Guatemala, Italy, Chile and the United States. Previously he held the post of Director Of Cooperation for Latin America and the Caribbean in the AECID, and he also served as Deputy Director-General of North America; Deputy Director-General of Cooperation with Mexico, Central America and the Caribbean in the AECID and Deputy Assistant Director-General of International Disarmament Affairs. Before his current role he was Ambassador to Nicaragua.
