State Secretariat for Foreign Affairs
It is directly responsible for the drawing up and execution of foreign policies in terms of their approaches and global objectives, as well as their specification of distinct geographic areas and themes.

It coordinates Spanish participation in Common Foreign and Security Policy of the European Union and design and manages foreign policies corresponding to multi-lateral and security-related issues, included the relationship of Spain with the United Nations system and other international organizations, and international approaches to terrorism, international security, peacebuilding, peacekeeping missions, nuclear non-proliferation, disarmament and human rights. It is the department in charge of managing contributions to international organizations. It also draws up and executes foreign policies with regard to the following regions: Maghreb, Africa, Mediterranean, Middle East, Eastern Europe, Asia and the Pacific.

Six Directorates-General are dependent on the State Secretariat for Foreign Affairs:

Directorate-General for Foreign Policy and Security

Among other roles, it is in charge of coordinating Spanish participation on Common Foreign and Security Policy of the European Union, coordinating institutional representation of Spain in multilateral forums with regard to disarmament and non-proliferation, terrorism and security and monitoring peacekeeping missions.

The Director General is Enrique Ignacio Mora Benavente. Born in 1958 in Cordoba, he holds a degree in Theoretical Physics and became a diplomat in 1989. He has been Deputy Director-General for Central and Southern Europe, Deputy Assistant Director-General for International Disarmament Affairs and Deputy Director-General for Common Foreign and Security Policy. From 2010 he was a Deputy Director-General of the Foreign Policy Analysis and Forecast Cabinet.


Directorate-General for the United Nations and Human Rights 

Its functions include, among others, planning and coordinating Spain’s position with regard to conflict prevention; promoting preventive diplomacy; planning Spanish foreign policies with regard to protection and promotion of human rights; coordinating and monitoring multi-lateral activities regarding environmental aspects, especially climate change; and monitoring and coordinating the functions of Spanish nationals as servants for international organisations.

The Director General is Marcos Gómez Martínez. Born in 1965 in Artá (Balearic Islands), he has a degree in Law and became a diplomat in 1990. He has been appointed in the Spanish diplomatic representations in Russia, Argentina and the United Nations. He was consultant to the President of the Government (2004-2008) and Ambassador of Spain in New Zealand (2008-2011) as well as Ambassador-at-Large. Subsequently, he was Deputy Consul in London and since 2017 he was General Consul of Spain in Guangzhou (China).

 

Directorate-General for the Maghreb, the Mediterranean and the Middle East

It proposes and executes Spain’s foreign policy in its corresponding geographical region, promoting bi-lateral relationships with the countries and multilateral forums of his geographical area of competence.

The Director General is Eva Felicia Martínez Sánchez. Born in 1965 in Torrelavega (Cantabria), she holds a degree in English and became a diplomat in 1991. She has been appointed as counsellor to the Spanish Embassy in Egypt, Deputy Director-General for the Middle East, consultant on African matters at the Permanent Representation of Spain to the European Union and president of the African Cooperation Group of the Council of the European Union during Spanish presidency in 2010. Currently, she was Deputy Director-General for Maghreb.

 

Directorate-General for Africa

It proposes and executes Spain’s foreign policy in its corresponding geographical region, promoting bi-lateral relationships with the countries and multilateral forums of his geographical area of competence.

The Director General is Raimundo Robredo Rubio. Born in 1971 in Oviedo, he has a degree in Economics and Business Sciences and became a diplomat in 2001. He has been appointed in the Spanish diplomatic representations in Nigeria, Japan, South Africa, Senegal and Chile. He was head of service for European Matters regarding Disarmament, consultant member of the Directorate-General for Planning and Assessment of Development Policies, and consultant member in the President of the Government’s Cabinet, holding responsibilities in the subjects of Sub-Saharan Africa and Cooperation for Development.

 

Directorate-General for North America, Eastern Europe, Asia and the Pacific

It proposes and executes Spain’s foreign policy in its corresponding geographical regions, promoting bi-lateral relationships with the countries and multilateral forums of his geographical area of competence.

The Director General is Ana María Sálomon Pérez. Born in Topeka (Kansas, USA) in 1961, she has a Degree in Political Sciences and Sociology and became a diplomat in 1988. From 2017 she was Deputy Head of the Spanish Embassy in Rome. Previously, she was appointed to the Directorate-General for International Economic Relations, the Technical Cabinet for the Deputy Secretary of Foreign Affairs and the Cabinet of the Minister of Foreign Affairs and Cooperation, as well as to Rabat, to the Spanish Embassies in Panama and Belgrade and to the Permanent Representation of Spain to NATO (Brussels). She has also been Ambassador-at-Large for the Jewish Community and Organizations (2005-2011), the first general director of the Sefarad-Israel Centre (2007-2008), the Spanish Ambassador in the Republic of Cyprus (2011-2014) and the president of the Commission for Boundaries with France and Portugal (2014-2017).

 

Directorate-General for International Economic Relations

This corresponds to the proposal and execution of Spanish foreign policy in the field of international economic relations, both of a bilateral and multilateral nature, and the participation in the creation of action plans that lead to the improved management and projection of the economical image of Spain abroad.

The Director General is Cristina Serrano Leal. Born in 1968, she has a PhD in Economic Sciences and is a member of the High Corps of Spanish State Economists and Trade Experts. She was the deputy director general of Financial and Economic Affairs of the European Union in the Ministry of Foreign Affairs and Cooperation. Between 2010 and 2015 she was assigned to the Permanent Representation of Spain to the European Union as the Economic and Commercial Counsellor. She was later deputy director general for Trade Policy with Ibero-America and North America in the Spanish Ministry of Economy, Industry and Competitiveness.
