Organisational Chart
Royal Decree 1271/2018, of 11 October, developing the basic organic structure of the Ministry of Foreign Affairs, the European Union and Cooperation and amending Royal Decree 595/2018, of 22 June.

Upon the passing of the Royal Decree, the Ministry of Foreign Affairs, the European Union and Cooperation is structured, under the umbrella of the department, in the following higher and governing bodies:


State Secretariat for Foreign Affairs

Directly responsible for the drawing up and execution of foreign policies in terms of their approaches and global objectives, as well as their specification of distinct geographic areas and themes. Among other functions, this body coordinates and monitors Spain’s participation in the Common Foreign and Security Policy of the European Union; the formulating and executing foreign policy in relation to the United Nations’ system; international issues such as terrorism, international security, disarmament and human rights and the management of the contributions to international organisations.  

Six Directorates-General are dependent on the State Secretariat:

  • Directorate-General for Foreign Policy and Security.
  • Directorate-General for the United Nations and Human Rights.
  • Directorate-General for the Maghreb, the Mediterranean and the Middle East.
  • Directorate-General for Africa.
  • Directorate-General for North America, Eastern Europe, Asia and the Pacific.
  • Directorate-General for International Economic Relations. 


State Secretariat for the European Union

This is the higher body responsible for creating and executing Spanish policy in the scope of the European Union. Likewise, it coordinates the actions of other public Administration in the European Union and draws up and executes Spanish foreign policy with Europe.  

Three Directorates-General, and the Legal Counsel of the State before the European Court of Justice are dependent bodies of the State Secretariat for the European Union:

  • Directorate-General for Integration and Coordination of General Issues of the European Union.
  • Directorate-General for Coordination of the Internal Market and other EU Policies.
  • Directorate-General for Western, Central and South East Europe.


State Secretariat for International Cooperation and for Ibero-America and the Caribbean

This body is responsible for the creation, direction, execution, monitoring and evaluation of the foreign policy for Ibero-America, international cooperation for development and the coordination of foreign cultural actions. Likewise it prepares and coordinates Ibero-American Summits and plans and promotes the Ibero-American Community of Nations’ activities; it collaborates on and supports the work of the Ibero-American General Secretariat and promotes and coordinates Spain’s presence in the Organisation of American States (OEA) and in the different Ibero-American bodies and multi-lateral entities.  

Two Directorates-General are dependent on the State Secretariat:

  • Directorate-General for Sustainable Development Policies.
  • Directorate-General for Ibero-America and the Caribbean. 

The State Secretariat also has two institutions attached to it: the Spanish Agency for International Development Cooperation (AECID) and the Instituto Cervantes.


State Secretariat for Global Spain

Higher body responsible for adopting measures to improve the image of Spain abroad, as well as planning, promoting, coordinating and monitoring Spanish public and private foreign action in economic, social, scientific and technological terms, leading to the promoting of said image. 

The Global Spain Office, with the rank of Directorate-General is a dependent body of the State Secretariat.  


Under-Secretariat for Foreign Affairs, the European Union and Cooperation

Among other responsibilities, the management and coordination of the Ministry’s common services correspond to this body, including: the preparation, processing, monitoring and depositing of the international treaties to which Spain is a party; the selection and training of civil servants of the Diplomatic Corps and the Body of Translators and Interpreters; the creation and execution of Spanish foreign policy in terms of immigration, protecting Spaniards overseas, managing emergency and crisis situations that affect Spaniards abroad, and the monitoring of the work of Spanish consular offices.

Five governing bodies are dependent on the Under-Secretariat: 

  • General Technical Secretariat.
  • Directorate-General for External Service.
  • Directorate-General for Spaniards Overseas and of Consular Affairs.
  • Directorate-General for Communication and Diplomatic Information.
  • Introducer of Ambassadors.
