Spanish citizens living in Ottawa or Gatineau may contact the Consular Office of the Embassy in order to register in the Consular Registry. Booking an ON-LINE appointment is required to be registered.
Spanish citizens who have temporarily moved their place of residence to this Consular jurisdiction and plan to stay for less than one year period, may register as NON RESIDENTS.
Spanish citizens who establish their place of residence in this consular jurisdiction for an indefinite period of time or for over a year may register as RESIDENTS in the Consular Registry.
Spanish citizens registered as Residents in the Consular Registry shall be automatically registered in the “Padrón de Españoles Residentes en el Extranjero” (PERE) (Official Census Record of Spanish Residents Abroad) as well as in the ”Censo de Españoles Residentes Ausentes” (CERA) (Census of Absent Spanish Residents):
The Official Census Record of Spanish Residents Abroad (PERE) is the registration in the official census of all Spaniards residing abroad, including minors; it is the complement of the municipal census, so that all Spanish citizens are registered in the census, whether in municipal government registries or in the PERE if they live abroad.
The Census of Absent Spanish Residents (CERA) includes all those registered as residents who are over 18 years of age. In order to exercise their right to vote in Spanish elections, Spanish citizens must be registered in this Registry. It is recommended to all residents over 18 years of age consult the electoral lists at the Consular Section during election periods to verify that their data is accurate. If it is not, Spanish citizens may submit a claim before the Consular Section who will forward it to the corresponding Electoral Census Office, within the legal deadlines provided for, so that they may be included correctly in the CERA and, therefore, be able to vote in this consular jurisdiction.
REGISTRATION
In order to register in the Consular Registry of the Embassy, you must submit the following documentation:
- Valid Spanish passport or National Identity Document (D.N.I.)
- One passport size photograph
- Registration form as Resident or Non Resident
- Those who are not born in Spain must submit an original and updated Spanish birth certificate no more than six months old issued by the Spanish Consulate General where the birth was registered.
- To register as RESIDENT, you will also have to submit the following:
A document proving your residence status in Canada (residence permit, work permit, study permit, etc.). If you do not have such a document, you may submit any other document such as a telephone bill, cable, property owner’s deed, etc. where your name and address are clearly shown.
If none of the above is possible, you will then be registered as NON RESIDENT, until you provide us with one of the above-mentioned documents.
Those over 18 years of age will be provided with a registration form in the Census of Absent Spanish Residents (CERA) which they must complete in order to vote in Spanish elections.

To close your consular file, you must be registered at the Embassy and submit the following documentation:
It is mandatory that all citizens registered in the Consular Registry notify the Consular Section of any change of address or any other important modification in the data they provided.
