This modification of Order INT/657/2020 applies the Recommendation of the Council of the European Union of October 22, modifying the list of third countries whose residents are exempt from restrictions.
Modifications:
- The last section of article 1.1 is introduced: possible denial of entry for reasons of public health even for the categories authorized to enter (after verification by the health authorities that the person does not meet the health control requirements for COVID-19 established by the Ministry of Health.
- Update of the list of authorized countries:
· OUT of the list: Canada, Tunisia and Georgia
· IN in the list: Singapore and China, subject to reciprocity,
· IN in the list: the Special Administrative Regions of Hong Kong and Macao, subject to reciprocity.
- It extends the validity of Order 657 until November 30, 2020, without prejudice to its eventual modification to respond to a change in circumstances or new recommendations within the European Union.

AUTHORIZED EXCEPTIONS
Persons allowed entering Spain:
a) Ordinary residents of the European Union, Schengen Associated States, Andorra, Monaco, The Vatican (Holy See) or San Marino who go to that country, providing documentary proof.
b) Holders of a long-stay visa issued by a Member State or Schengen Associated State who are heading to that country.
c) Health professionals, including health researchers, and elderly care professionals who are heading to or returning from their work activity.
d) Transportation personnel, sailors and aeronautical personnel necessary to carry out air transport activities.
e) Diplomatic and consular personnel, from international organizations, military, civil protection and members of humanitarian organizations, in the exercise of their functions.
f) Students who carry out their studies in the Member States or Schengen associated States and who have the corresponding permit or visa and medical insurance, provided that they go to the country where they are studying, and that the entry occurs during the academic year or the previous 15 days.
g) Highly qualified workers whose work is necessary and cannot be postponed or carried out remotely, including participants in high-level sports events that take place in Spain. These circumstances must be justified by documentation.
h) Persons traveling for duly accredited imperative family reasons.
i) People who document reasons of force majeure or need, or whose entry is allowed for humanitarian reasons.
j) Residents of the third countries listed in the annex provided that they come directly from them, have transited exclusively through other countries included in the list or have carried out only international transits at airports located in countries that are not listed in the annex. For residents of China, the Hong Kong Special Administrative Region (SAR), and Macao SAR, reciprocity is pending verification.
Any national of a third country will be subject to denial of entry for reasons of public health, even if the person belongs to one of the above categories, after verification by the health authorities that the person does not meet the COVID-19 health control requirements established by the Ministry of Health.
PROCEDURE
In the case of being included in any of those possible exceptions, you must, apart from your Schengen visa, well document the necessity of travel.
Please forward to the Embassy an official letter from the Spanish party supporting your travel to Spain specifying:
· the person/s who will travel (name, nationality, ID-passport, position)
· the reason for the trip,
· the date of entry in Spain
· and time of stay in Spanish territory.
You will have to wait for the specific authorization of your trip by the Spanish authorities.
These documents also need to be presented at the border entry point in Spain for the police authorities.
Important: Each time you travel, you must document the reason, duration, entrance details, etc.
