REGISTRATION IN THE CERA (Censo Electoral de españoles residentes ausentes)

CERA is the Consular Listing of Spanish residents abroad who are illegible to vote.

Registration in CERA is obligatory for Spanish who are registered at the Consulate General as resident of the Philippines. For those who have not done so, they are advised to inform the Consulate General by specifying the province and the municipality where they wish to vote. This will qualify them to exercise their right to vote in any Elections (general, autonomous governments and the European Parliament) or Referendum held in Spain. (Download CERA Registration form)
